Jean Blairon from RTA, evaluation in charge for the Dynamo International – Street Workers Network (Progress) project, presents in this document some hints about the network, the evaluation work and its challenges.
We say here again that we can consider "evaluation", in the great tradition of institutional analysis, as a collective reflection on the meaning and values of the action initiated by all those involved in it, assessing the effects of these actions, and any clues and signs left without proper interpretation. The aim here is to ask ourselves new questions to support the collective commitments.
We therefore position ourselves in a universe which clearly differs that of control – we seek to prove, legally of course, that the actions taken abide by pre-established standards (performance or procedural standards).
We can clearly see that this distinction places the assessment as a dynamic internal control device, and as an external action. The confusion between these two areas of action is permanent and we think it is an act of power to implant this widespread confusion that serves to attack specific associations. (...)
